Stencils of sports teams, sporting scenes, crafting type ideas for plaques, woodworking etc. Alphabets, religious icons, horoscope signs etc.

They should be molded completely flat on the upper surface to allow the router base/cutting guide to slide easily over it. The entire stencil will require at least a 1/4" relief height on the back though, so either mold a shallow channel around and over the stencil's back to insert 1/4" square wood stock or mold in 1/4" relief lines to brace the stencil. The molded in lines/rails or 1/4" wood stock will serve to keep the stencil elevated above the wood being routed so the bit cuts the wood and not the stencil.

They can be made out of high impact plastic to keep the cost low. A 12"x12" stencil could easily be made for less than $5 but just as easily sell in the $20 range.
