I just bought my first Dremel, and am wondering what some of the things talked about are.
Is a chuck something that will replace all the collets?
What exactly does the shaft lock do? Does it release whatever is in the Dremel?

Hi Indianshaft ans welcome to the forum 
Yes, the chuck lets you replace the collets by making the Dremel work more like a regular power drill.
I think you will find the Accessory Guide to be very helpful. It can be downloaded at this link:

The shaft lock locks the shaft of the Dremel in place allowing you to losen or tighten the collet nut or chuck, which in turn allows you to change bits.
