1) How and with what acessories would I best remove scratches from a brushed metal cooktop?  "Extra-fine" sandpaper (by hand) looked more scratched than before, only in the right direction.

2) Are there any ways to cut quartz?

In my experience there is no way to repair a brushed stainless finish because it it pressed into the metal rather than brushing it.

 Maybe someone else may have found a way and they will post it.

I have carved quartz using a medium speed of about 15,000 rpm and diamond coated burs.

I am glad someone else is interested.

google search "stainless steel" +scratch +removal

The safest sounding one is using 3m scotchbrite pads (grey) with water as lubricant, going WITH the grain of the stainless.

Sandpaper will not help. Polishing compounds will likely leave you with spots with different level of shine (more or less than the finish).

Also, be careful to find out if you have a plastic coated finish. "Smudge free" finishes are plastic coated.
