9903 or 9904 cutters to cut holes in sheet... Expand / Collapse

I would like to cut some nice holes in a steel desk using the cutting guide.  Could I use the hole cutting guide with these tungsten carbide cutters, 9903 or 9904, to cut circles with the XPR400 in sheet steel?  This two cutters also appear to have tips.  Could I plunge these cutters into the steel to start the circle or should I start with a drill bit?

If you are cutting large holes use the #9901 or #9903 if it is small use the smaller ones. The cutting guide might work never tried it, try it on some similar kind of metal first. I would use a drill to get things going.
